They were on assignment in Europe at the time. If you read the article (which nobody on FR ever does), you'll see this gem:

On duty also can also mean "on the clock", they can be on duty in the sense that they were getting paid (training, special assignment, on call etc). The article only mentioned that they were on assignment in Europe, no other details. Who know what was meant by "on duty". They used gooberment equipment to record it though... that seems to be the rub.
