As far as I can tell, by the wording of the first, her constitutional rights haven't been violated...Congress didn't make any laws restricting her rights. Nor did Congress force her to issue licenses.

No, immigration laws are federal laws. State and local authorities can not be made to enforce them for the feds. They can't hinder federal authorities in enforcing them, but they can't be told to arrest illegals for them.

Yes she is not signing any marriage license. No marriage license for homosexuals, no marriage license for heterosexuals and no marriage license for transexuals. Nobody gets a marriage license in her county.

Marriage licenses are issued by the state; county clerks process them as a convenience. You can get a Kentucky marriage license in any county and go to any other county and get married.
