It’s not just federal employees...
Many state and municipal employees have security clearances, and all of that background data resides with OPM. They are being narrow in their definitions and leaving out a lot of people from coverage.
Also to be considered are prospective employees and contractors who have undergone background checks, also data held by OPM.
My gut feel is that this is much bigger, and the scope much wider, than they are yet willing to admit.
It will be damn funny if any of the affected are those lazy, unsympathetic Social Security Administration and IRS employees who won’t lift a finger to help victims of identity theft who have their SSN stolen borrowed when the perp uses their SSN for employment and doesn’t pay their taxes or files for benefits using your SSN. After I’ve seen how they’ve left victims with no recourse and fail to do their jobs this is what I call poetic justice.
We have been attacked but I’m sure that the Job description for President of the USA means absolutely nothing to the current resident.

As there hasn’t been fraud reported so far from this breach it almost seems like this has been acquired as a liquidation/reeducation list for an anticipated occupying force... /foilhat off

Much more frightening than the hack is the fact we have more than 21 million federal employees.
It could be very difficult to find a law firm to represent them that doesn't have a conflict of interest because they are also among the plaintiffs.

The info was stolen but not for actual use. The info is being used to force Obama to back off NSA and DOD spying/hacking of some nation’s (likely China) military computers

Who ever it is, if they're already in the system they'll already be party to the suit, and can't very well represent the OPM. If they're not in the system they'll have to be vetted first. This is the system they use for background checks as part of that vetting process, and it's so compromised they've had to shut it down.
Hmmm.... this is a major data problem... who to hire that has handled big data and also has donated generously to the Democratic Party?
I know... how about CGI Group of Canada? They had a lot of experience building the Obamacare website, and one of their VPs was a classmate of Mooch’s at Princeton.
