Was the balcony an assault balcony? Because we probably need Balcony control. And in Berkely, you can bet the partiers on said balcony that survived will be marching and suing to get it. I wanna know how overloaded it was.
Back in my kollege daze, there was a elevator in one building. Some geniuses decided it was a good idea to fill the elevator, then start jumping in unison.
Nothing happened, but a few weeks later, the elevator was condemned for having bad cables.

This is a tragedy and my heart goes out to the families. But that was hysterical.
Overloaded balcony and dancing involved. People jumping around greatly increase load over static weight loading.
Those platforms are not dance floors.
I see the matter differently but then I took I minute to reflect on the loss of life and potentially life altering injuries. Also, apparently I was raised differently.
Balconies do seem to collapse with some frequency. I will yield to anyone in the trades or who is a structural engineer, but I have often suspected that this is an area where codes should be tightened. Balconies probably should be idiot proofed, with a structural tieback into the building.

I know someone who thought it would be a good idea to drop a pane of glass down an elevator shaft in the gap between the elevator car and the floor.
