Democratic Gov. Jay Nixon vetoed Republican legislation Thursday that would drop thousands of low-income families from Missouris welfare rolls by paring back benefits to what he said would be one of the shortest time periods in the nation.
But Nixons veto may be only a last-grasp attempt to stop the tougher restrictions. Republicans, who hold overwhelming legislative majorities, said they expect to get the two-thirds vote needed in each chamber to override his veto.
Missouris legislation would reduce the lifetime limit for receiving TANF benefits from five yearswhich is the national normto three years and nine months, starting Jan. 1. Nixon said just eight states have shorter lifetime limits.

My thought is that the writer combined two standing phrases together: “last gasp” and “grasping at straws”.
I love how the media cares about "national norms" when it comes to welfare. You will never, ever see them talking about "national norms" for, e.g. gun laws.
More like "...pry the Food Stamps from people that vote for me, both the dead and the living."
They substitute “national norm” for what ought to read “status quo” with respect to socialistic stuff.

The override session last summer went OVERWHELMINGLY against Jeremiah Nixon. His veto pen is meaningless. His political future is non-existent since he obeyed the DOJ, pathetic liberal lapdog that he is, and ordered the MO National Guard to stand down in Ferguson after he spent the week prior positioning them for action.

TANF - Temporay Assistance to Needy Families - AKA Cash for utility bills medical bills whatever.
