Why not simply directly order all IRS agents to stop targeting political groups based on their names and policy positions, and then fire those who do not do so?

I know it does not sound as glamorous as taking “significant steps to stop agents from targeting political groups based on their names and policy positions”, and it IS only one “step”, but I bet it’d be more effective than the “significant steps to stop agents from targeting political groups based on their names and policy positions” they have taken so far.

Even if it is true, the leftist strategy always is to appear to stop the bleeding and look like a hero, then ramp back up worse than before, silently. Examples: immigration crisis...

It’s hard to imagine a bigger step in that direction than Lois Lerner in an orange jumpsuit - let me know when they try that approach (I won’t be holding my breath).

They tried to blame the agents, but it wasn’t them doing it. The orders came from higher up.
