Motor Voter says once they are licensed they can vote. No it doesn't.
The motor voter law only says that drivers who are eligible to vote may register to vote. States already issue driver licenses to former convicts and legal resident aliens. The motor voter act does not apply to them if they are ineligible in their district to vote.
