Whoops! Just did my homework by using Google. The 4000 Somalis are one big problem. Nobody deserves this. I saw an insert of white people holding up signs "We are one people". Backing the largely indigent migrants of course.

Many states have those requirements but don’t enforce them. Most state welfare organizations either don’t have the staff or the higher ups won’t back them up.
