I am no big proponent of public housing..... but to the extent we provide it, it should be maintained and free of bugs!
Decency is decency.

Heat the room to 140 degrees for 20 minutes. Kills them all including eggs. Also can put dishes with diatomaceous earth in them...cloth on outside to help them in, slippery on inside to trap them. The earth slices open their exoskeleton, leading to rapid dehydration death.
My Daughter lives in a new Town House development at college. One of her roommates went home for Christmas. She took the bus back and sadly her luggage came in contact with other luggage and brought back a few unwanted guests.
The complex acted immediately and did the temperature treatment on the entire house. They used 150 degrees. It worked. The little buggers do not like those temps.
I suspect the housing authority is being very lax and has allowed an isolated problem to become a very big one. There is no excuse not to contract out the extermination.
Pest control contractors can clear that building in one day.

Actually, assassin bugs prey on cockroaches, too. In some pets of the world, assassin bugs are kept around the house for that very reason...

The Fairfax County Library System bough a freezer truck to kill bed bugs that had crawled into the spines of books which had been loaned out.
Guess who let his library card expire.

Really? Wow, where? The bite of an assassin bug is very painful. We have them in our garden and every now and then a neighbor kid gets bit.
