As chief executive of the United States, the President has the authority to create international agreements with other nations without Senate approval.

Far be it for me to criticize Mr. Blakley, but I cannot find a basis for that "authority" in our nation's Constitution.

Our Constitution is structured in such a way that if a particular branch of our government is not empowered to do some certain thing, then that branch simply does not have the power to do that certain thing. It is not necessary for the Constitution to declare that it lacks that power.

So what empowers the President to appoint a cabinet?

Article II, Section 2.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such in- ferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

Yes and God knows these morons need the guidance of the US Congress. The Senate is not constrained from voicing their opinions in any way they like.

It's that pesky little Constitution thing. The demonicrat party hates it, and the Republicans are only a little better. Nice to see Sen. Cotton et al. finally remember it.
