In fact, she nods her head in agreement after Biden talks to her. If you watch for more than a Vine's-length, the ceremony goes on normally after the whisper seen 'round the web.

We’ve been here so many times with Joe Biden, the world’s most powerful close talker, that it hardly seems worth commenting on. But we couldn’t help noticing this photo from Tuesday’s swearing-in ceremony of Ashton Carter, the new secretary of defense. The woman whose ear Biden appears to be whispering into is Stephanie Carter, Ashton’s wife. Why Biden is doing this only he knows.

I know what he said:
“The President, The First Lady, and I are waiting for you in the Oval Bedroom...power has it’s price Mrs. Carter.”
Its just the normal Democrat war on women.
If it had been a GOP VP, the liberals would all be up in arms about him “handling” her so much. The poor woman!
The libs were upset that Rick Lazio upset Hillary's "space" merely by approaching her lecturn - they went berserk.
First he stuck his tongue into her ear, then he whispered that he was in room 4001, then he trust his groin into her behind...
Funny how Biden’s actions always require a tortured explanation by a cadre of left-winger pundits and rate air time on MSM networks.
While what you say is true, you have to admit it had the desired effect. It was the first (or an early) debate, and Rick got accused of being a bully. He was so polite in later debates... like Romney playing it safe... that he pretty much evaporated, lost his "color", and lost. I don't think he's run for any significant office since.

I watched the video and noticed that crazy Joe was standing pretty darn close behind her......ahem.......
Sen. Barrasso almost came to blows with Biden over comments he made to Barrasso’s mother at a D.C. function.
Risky move for Slow Joe.
From the look of her arms she could make quick work of him.
Just obvious beyond any reasonable doubt.
Looks like “uncle feely” at least is going for an adult this time.
