Fifty-five U.S. servicemen were killed in Afghanistan in 2014, bringing the total number of American fatalities in the 13-year war to 2,232, according to a CNSNews.com database.
Of those 2,232 deaths, 1,66374.5 percentoccurred since President Obama took office on Jan. 20, 2009. The deadliest years for U.S. personnel were 2010, when 495 were killed; 2011, when there were 404 casualties; and 2009 when the death toll was 306.
Those three years combined accounted for more than half, or 54 percent, of the total U.S. casualties in the war.
In 2014, 42 fatalities (76.4 percent) were combat related, attributed to small arms fire, improvised explosive devices (IEDs), or rocket-propelled grenades. The other 13 deaths were due to accidents, illnesses, or heart attacks.

Under Bush the msm gleefully trumpeted every death. Under soetoro...we aren’t even at war. And notice how Iraq and Isis isn’t even mentioned anywhere, let alone Ukraine.
Putting our troops in limbo between the two is what is getting them killed.
BTW, for publicly pulling out of Afghanistan as Mullah Obama has, 10,000 troops will remain there. Sounds like a complete bug out to me

The casualty rate doubled in Afghanistan literally as soon as Obama changed the ROE.
That's nor true, most have a good memory of this and your memory is lacking.
The reality is that in the fall of 2009 Obama expressed doubt about sending the additional 65,000 troops and the right wing, led by Cheney, attacked him saying he was "dithering". Do a Google search with 3 key words Obama, dithering, and Cheney and you can find all those articles and FR threads from back then.

As for the Rules of Engagement, the prez doesn't do that. Those are found in the Army/Marine Counter-insurgency manual, which General Petraeus(who wrote his master's thesis at Princeton on counter-insurgency) had rewritten and the main man involved in that was Col. John Nagl(who was the Rhodes Scholar of counter-insurgency).
One of the complaints about Obama was that he was undermining the COIN mission in Afghanistan because of his drone strikes.
Obama ended up with same team in Afghanistan that Bush had in Iraq in 2007/2008 for the surge. Gen Petraeus in command. Gen Allen 2nd in command. And Ryan Crocker as ambassador.
Insofar as the POTUS hires and fires the generals that set such rules, he does indeed do that.
