Stabilize the economy. No more lifelong free welfare / healthcare. Bring back God in schools and in public. Problem will solve itself.
Financial incentives affect behavior. They do not cause it. Removing the incentives is not necessarily a cure for the problem.

I disagree. Women like babies and getting paid to have them works.
I have worked with women who raise one child on welfare/SSDI and as the child got to age 16, had the next child so she could continue her life.
Funny....I have been pondering this “family fragmentation” issue for awhile. And while I believe cohabitation, divorce, etc play a role...my strongest belief is the lack of “rules” for kids, whether they be the Ten Commandments or basic truths of life...KIDS need RULES and there enforcement (and explanations)....even being raised a CHristian...no one EVER explained the why behind the TEN Commandments ...heck, I had to beg my mother to implement rules so I new what was expected. Course now, living without rules seems to be equated to freedom...
