While they certainly want chaos, they thought that they could control it and that the American people would buy their narrative on the causes and solutions, giving them the cover that they need to move forward.
I believe that these statements are an indication that it's not working as they drew it up. They have polling data and other sources of intel that are giving them pause. While they have succeeding in destroying the Democrat Party, they haven't yet succeeded in destroying the country.

Yes, these four and others like them have set the black community back 50 years and race relations are at an all-time low. They have over-stepped the boundaries of decency and tolerance this time. When you purposefully stir up a hornet's nest, you cannot escape blame when the hornets get mad and start stinging. Condemning the hornets or empathizing with their victims doesn't absolve you of guilt.

Turnout for their base this year was devastating, much worse than expected. If this persists, their base being unenthusiastic (hope being gone, and everyone understanding that they really are worse off being the root of it), they need to do something to motivate them. So whipping the base up to a screaming rage against, well, everyone else really, and keeping it that way till election day is the plan.
