This issue illustrates the pernicious nature of “omnibus” budget bills. Such massive, unreadable bills are designed to hide countless stink bombs that most voters – and even many congressman – would never support. This is why we should return to regular order, with a separate appropriation bill for each of the executive departments. But politicians hate accountability, so we are fed these “omnibus” crap sandwiches again and again.
