That's not actually Gruber in the picture. It's an older guy.
But it does look like that picture the source for this faked picture, with Gruber's head stuck on the other guys body:
Why people do stuff like this is beyond me. There's a great case against Gruber and Obama. Faking stuff only hurts the argument.

Barack Obama doesn't care that his political party lost the election. He doesn't care that his signature achievement -- Obamacare -- earns a disapproval rating of 56 percent in the latest Gallup Poll. He is obsessed with dogmatic delusions which means he can't handle the truth and leaves him stuck on stupid and clueless.
