He can’t call out the guard unless he first declares a state of emergency - do I have that right?
What do you think about his calling up the “militia”? This makes it sound ominous, as if he has been told that all heck is going to break loose.

I could not see anywhere were it said a couple days away, I may have missed it though...something about days away, but the wording could have read just as easily any day now or any moment?
I thought some in the community were asking that it be after school was out, so I was thinking tonight even, but that would mean it would be dark for possibly the worst of the violence.
I’m not sure. Almost every article says there is no indication a announcement is imminent.
I’m puzzled.

There were some pretty violent protests outside of Missouri too, right? Hope governors in those states are prepared to activate the guard as well.
I truly like the idea of water cannons. After they all get sick they can use there Obamacare insurance.

I believe you are correct that the guard cannot be called out without the Governor declaring a state of emergency.
I think he’s trying to prevent a Rodney King Riots situation. The local police in LA were completely overwhelmed, and the rioting there did not come to an end until the California National Guard, an Army division (7th Infantry), AND the marines were called in.
How this is legal when the US military is not supposed to go against the citizenry I have never figured out, but apparently riots justify it somehow.
“Break and make.” That is, break heads and make arrests. In these cases you’ve got to be cruel in order to be kind.
