I think that it is being excluded as a risk for things such as hospital malpractice policies, travel insurance policies, events (can’t have the concert due to an outbreak in the host city), etc., NOT for health insurance policies such as would cover individuals and qualify as 0bamacare. But that is JMHO.

If you don’t get the vax and do get ebola somehow, you will be financially ruined.
Are you serious? Maybe you should pay closer attention as to how and why ebola made it here, and what our gov’t is doing and not doing to stop it.
