Frances foreign minister said on Tuesday that Paris should recognize a Palestinian state only if doing so would help achieve peace, not as a symbolic gesture.
However, if negotiations between the Palestinians and Israel fail, Paris would not shirk its responsibilities but would recognize the Palestinian state, the minister, Laurent Fabius, said in answer to a question in parliament.
His remarks came a day after British lawmakers voted to recognize Palestine. Their vote will not alter government policy, but it does carry symbolic value as Palestinians pursue international recognition.
From the moment when we say that there are two states, there will be recognition of a Palestinian state. That goes without saying; its logical, Fabius said.

Of course the negotiations will fail. There was never a serious intent of resolving the differences, because the major difference, that Israel should have a recognized right to exist, has never been accepted by the Palestinian “negotiators”. The strategy, always, was to pare more and more territory from Israel and turn it over to the Palestinian “authority”, until nothing of Israel remained, and the Jews still standing were driven into the sea.

I read this as:
If Israel doesn’t give in to the palestinians, France will treat Israel as if they have given in to the palestinians.
So where is Israel’s incentive to negotiate? They’re basically being told “Give them everything they want or we’re going to treat it as if you did anyway”
Of course, “everything” Hamas wants means a one-state solution “from the river to the sea”, excluding any trace of the state of Israel.
