I agree with your assumptions. I do question the sanity of world leaders as these situations evolve. In Libya, Iraq, Afghanistan, (etc ad nauseum) it's been demonstrated that after a rebel group does the dirty work of toppling governments, they've not been real good about turning over power to their initial sponsors.

Every leader globally should be terrified of ISIS. They've filled a vacuum left by regime change and the collapse of civilization. They're well trained by us. They're smart and quite westernized. And in a sick sort of way I can understand their appeal to those fighting with them. It's part about a very sick young population, not seeing much of a future, being yanked around by and manipulated by a degraded civilization and governments that have marginalized their worth.

Am I defending ISIS. HELL NO. What I am saying is the still somewhat civilized world should start to understand how this happened, and how the same mistakes are still being made.
