With a small scale terrorist attack you can carry out the attack based on what is in the news but with a large scale attack, because of the timing, you have to orchestrate the news for the attack then follow up with the spin of the news after the attack.
Contrary to what Hillary tells you the terrorist attacks aren’t “spontaneous”, the news is being orchestrated as part of the preparation for the attacks.
The people that have been orchestrating the news before the attacks and coordinating the spin of the news after the attacks is the Clintons.

After the 1994 elections the dems started a talking points campaign that the “Right wing extremist” being led by Rush Limbaugh, wanted to assassinate Clinton.
IIRC it was January of 1995, Clinton took a trip to the Philippines where Terry Nichols had been and low and behold there was an assassination plot by al Qaeda against Clinton.
That was supposed to be tied to the OKC bombing.
The idea was to try and make it appear as if the “right wing extremist” had teamed up with foreign govt/terrorist to wage war against the US.
Clinton was making preparations to round up his political opposition as terrorist.
There was almost an exact repeat of this in 2009 when the dems started a talking points campaign that the “right wing extremist” being led by Glenn Beck wanted to assassinate the president.
The dems also started a talking points campaign of the Secret Service being chock a block full of racist that wanted to see Obama assassinated. (surprise surprise it’s in the news again)
You might recall early 2009 Hillary took an unannounced trip overseas and low and behold there was an assassination plot against Hillary.
