If it’s a natural gas power plant, then there probably was a gas line leak and an explosion occurred when the gas ignited.

The “hourglass” shape in Natural Draft Water Cooling towers. The are used for different types of thermal power plants including Nuclear, Gas and Coal.
This is a Gas Plant.

I was once inside similar shaped cooling tower at the Gavin Coal Plant in Ohio while it was running. It is a "bit humid" in there just above all the sprinklers. The hardest part was convincing some college kid on the tour to walk in first in the cloud of water vapor when we couldn't see anything past 1 foot. It took a 2x4 to pry the door open against the natural draft.

Why is “power plant” in all caps? Like it’s some sort of massive emergency. It’s Russia. Who cares?

The most dangerous place to work is in a power plant...things can get mighty nasty fast. It doesn’t matter whether it a coal, gas or nuclear. when dealing with steam, and all the extra equipment tho supply the prime mover with steam, and just one component malfunctions, every thing must shut down on
that unit. the turbine will slow down to a slow roll to keep the shaft from warping.

TEC (Russian ТЭЦ) stands for Teploelectrosltsentral. These are stations generating steam for centralized heating and hot water supply in Russian and former Soviet cities. Some electricity is also a secondary product. It might be either coal or natgas powered. It the far north they are nuke powered, small communities are using oil or diesel powered TEC.
