I recall that Bill Clinton sent cruise missiles into an empty Iraqi military building at night in response to some event that Saddam did. It could have been the assassination attempt on former President G. H. W. Bush, but may have been something else. Does anyone else remember that?

Bill Clinton sent cruise missiles into Afghanistan after bin Laden. George W. Bush sent cruise missiles into Iraq. Among other things, they hit an empty communications building.

As I recall, bombing civilians was deliberate and meant to force them to oust their leader (Slobodan Milosevic) who had refused to resign. Clinton and Albright could not get him to resign so they "had" to bomb the civilians to get them to oust Milosevic.
