Labour leader says he's open to English-only 'scrutiny' of law but not vetoes.
He refused to back English votes for English laws after being asked 13 times.
Mr Miliband claims move was drawn up on back of a 'fag packet' by the PM .
David Cameron said if Scotland gets new powers so should England.
But Mr Miliband said the proposal would mean our 'Parliament being split up'.
Mr Miliband says he's 'not in favour of a Commons that becomes divided'.
Labour has 41 MPs in Scotland which could help it form a majority next year .

Why should Scottish MPs be able to vote on what is taught in English schools, to reduce spending on English hospitals, or even vary English or Welsh income taxes, when under the new settlement English or Welsh MPs would have no say in such matters in Scotland?
It is fundamentally unjust to have the views of the people of England and Wales overridden in this way.

Labour isn’t interested in devolving power from a central government.
Combined Labour and the left wing nationalists had 9.5mm votes at the last election, while the Conservatives had 9.9mm and the conservative nationalist parties (UKIP, BNP) would have added another 1.4mm.
If there were an English Parliament, it would have 11.3mm right wing voters and 7mm left wing voters - it would be 46% right, 29% left, 25% wishy washy Lib Dem.
Labour would never win another election if the English started getting ideas.
They might even support devolution in Northern Ireland, where they could be the junior partner in a socialist coalition government.
They want central government in England, ebcause they would lose every election in England.

Personally, I wouldn’t classify BNP as conservative. Fascist, yes, but not conservative as we use the term in the US.
Miliband has to thread an eye of a needle here (and really it’s not possible).
