Well that all depends on how much you're willing to pay. After all, raising revenue inevitably leads to its decrease which leads to finding new ways to raise revenue.

Ok, let's see if I have this right. The federal government is trying to fine us for taking pictures on land that is owned by the public. Which BTW is us!
Those of us who live near and or vacation in the National Forrest Lands, spend a lot on permits for other things in the forrest. I think we all agree that it's worth it to keep these lands looking good.
BUT this is ridiculous! Who gets this money and why?
