I use the word Congress, the House, and the House of Representatives interchangeably. I use the word Congress to refer to the House of Representatives because it is easier to use in a sentence. Also, each house member are said to represent a congressional district. Am I wrong?

Yes you are wrong, and as a conservative you should know that Congress is two Houses and not just the House of Representatives, and why do you want to blame the House members for everything, when it is the Demonrat Senate that no bills that the House has given to the Senate is stuck in Harry Reid's desk. The republicans being the minority are helpless against him.

You are correct that each House member represents a Congressional District. My rep for example is Marsha Blackburn who represents the 7^th District in Tennessee.

John Boehner could be a more effective speaker for the issues. Even though the Senate would be the final word on an effort to have Holder step down, we need a more effective speaker that can shape public opinion towards that direction. Instead we have a House Speaker that does a great job of doing nothing.
