I would agree that the 'crowd' added 2 hours to the original delay which was waiting for ST. Louis County to arrive and 'take over' the investigation.
It was because of ALL of these things that it took so long.
As far as the 'standing agreement' , Ferguson had several 'problems' with their officers. If you remember, the CHIEF even stated that while there were other problem officers, Wilson had an outstanding record. So not only was their 'reason', STLC offers that service to all municipalities in their region. So there is a 'standing agreement'. It's a matter of record.
The governor WAS CONSULTED on this matter as the MEDIA JAMMED IT IN HIS FACE and forced him to make a statement. I am sure the STLC Prosecuting Attorney was consulted. However, the governor stated that he had asked STLC to 'take over' (regardless to whether he did or just knew that was 'procedure').
Other than that, we can generally agree. It wasn't because they didn't care or because he was black.
