Obama’s saving this option for a few weeks before the 2016 presidential election; then he can declare himself President for Life and kick out all remaining political opposition.
Not just “someone” who suggested it. Someone who has the influence to pay fifteen thousand dollars for the opportunity to suggest it.
That’s assuming it was actually suggested, and not (as another just said) a straw man the Obama made up to frame the idea in a presentable & suggestive form.

He has to be internally conflicted with his competing inclinations and the demands on him from his billionaire masters combined with possible STD caused health problems mixed with innate arrogance and narcissism.
