How can they be legally binding if never ratified?

Jarrett did say that Congress would not be a problem after the 2012 election.
Must be a lady of her word.

Unfortunately, this would be just another of many examples of the Obama administrations tendency to abide by laws that it likes and to disregard laws it doesnt like and to ignore the elected representatives of the people when they dont agree, Senate Minority Leader Mitch McConnell (R-Ky.) told the Times in a statement. Then whatcha gonna do about it you simp?

"Such a deal, according to officials quoted by the Times, would represent an updated version of an existing deal, and would not require ratification by the Senate."
Nothing which differed from the existing treaty would be legally binding. It appears that nothing in this "agreement" would be binding on the United States. Like Koyoto, which was never ratified either.

Did you intend to post a picture of the Sinate minority leader?
Something must of went bump in the HTML 'img' tag, cause all I see on my screen is a Turtle's face.

They aren’t saying it’s legally binding they are saying it is politically binding.
It’s a bunch of hot air basically cause they think they have nothing else to do .... I suppose that’s sarcastic if it weren’t so true

Well, in the last paragraph of the excerpt, it sounds like Turtle said something critical. But he probably just scurried away afterwards and plans to stay in his shell for a few months. I am sure President Jarrett just laughed at the response.
