While I disagree with the “author’s” reasoning, it does appear that Nixon is setting things up by the combination of justifying and catering to those who are wreaking havoc, while putting a contingent in close proximity. Eventually, the rioters will gain the same courage that Brown had - thinking that they will not be violently opposed when they attack and ending up getting shot - it could spiral even further out of control. Obama and Holder would love it as an excuse to exert federal force, which will be used to suppress those who oppose the violent ones.
