Indonesia, while Muslim-majority, is not a “Muslim” country but a pluralist republic. They do have the death penalty in Indonesia, and this lady is facing it, but they use the old-fashioned (and much more efficient than the US) method of the firing squad.

If 88.1% of a country's inhabitants are Muslim it can be safely said that it is a Muslim country. The fact that they hold elections is meaningless. Islam will always be the ultimate guiding light in any such country.
