Understand your point, but Russia is clearly sending a message (and its not a hashtag). They are well aware of America’s receding power under this president and know that Obama has no resolve. They may well be calculating that he is unlikely to respond to ANY provocation.
Can you imagine Obama adopting a strong stance or retaliating against any aggression? He is weakness personified.
