It’s actually old school in a 38 for close quarters defense. They part no flesh and hit pretty hard. They also deform well at those velocities.
Relying on hollow points to expand at snub nose 38 5-shooter velocities is a little iffy in my opinion. They would aid in slipping through heavy winter clothing though over wadcutters.
See if it’s rated for plus p’s and use them if you go HP’s. I used to like the Federal Hydra shocks for that. Carefully research for performance and expansion with the various factory loadings.

Thank you for the informative response. I had no idea that the 2nd amendment had made any inroads on American Universities. Nonetheless, this limits a student’s choices to seven states.
Utah law prohibits banning guns on public universities.
