COSCO had facilities at the Long Beach Port and wanted to expand, but had no room.
So it was decided that COSCO would relocate to the old Long Beach Naval Shipyard, which hadn't been a naval port for quite a while.
Everybody complained that this Chinese company was moving into what used to be a Navy Port. Major issue for Bush.
But they came up with a solution: The shipping company located adjacent to COSCO would move into the old Naval shipyard, and COSCO would expand onto the property the other company vacated
