Of course it was planned. It is happening in the same time in the election cycle as the mortgage crisis that Chuck Schumer initiated with a leaked memo about Indymac bank risky mortgage investments that the Dem-Rats forced on the banks. Start a crisis and blame the Republicans. This will be a "Republicans hate hispanic children" crisis. Back in January, 2014 there was a DHS FederalBizOps posting for bids to transport unaccomapnied alien children throughout the USA. The posting is here:
