Drop them in McLean VA, Georgetown, and Bethesda. If you drop them in DC, that entity won't notice them.

You can't get them once DHS has them, but since there are no Border Patrol agents on the border any more, you can pull up to the border, load them up, and take them straight to DC. Not a bad idea. Just be prepared to have the bus confiscated if you get pulled over.
