Obama to take executive actions on infrastructure this week

With just weeks remaining before federal funding for road and bridge repair dries up, President Obama will take new executive actions this week to spur infrastructure investment from the private sector, the White House announced Monday.
The president will make the announcement — the details of which are not yet clear — during a speech Thursday in Delaware.
“This is a key part of the president’s year of action,” White House press secretary Josh Earnest said Monday.

You mean dictate by fiat? Because I don’t recall any part of the constitution saying that such a thing exists.
I know I heard of “Executive Orders”, but that doesn’t allow the spending of money on what a president wants.
Like why are we even letting this term be used like it is a natural part of the government?
