U.S. dilemma: Does $1.5 billion sent to Egypt help?

Solution is to spend more tax money there

American taxpayers are sending some $1.5 billion to Egypt annually, but the Obama administration is finding it difficult to fulfill its policy goal of awarding contracts to companies in the Middle East nation and in others that receive aid in an effort to improve their economies.

The problem is simply that there aren’t enough foreign organizations qualified to help in the U.S. effort, especially in Egypt.

So a “simple” solution has been implemented: spend even more taxpayer funds to teach other governments and NGOs – as well as the U.S. government itself – how to gauge the effectiveness of overseas initiatives.

The U.S. Agency for International Development, or USAID, has launched the Services to Improve Performance Management, Enhance Learning and Evaluation, or SIMPLE, project to fill the competency gap.

Y'know ... I wonder if .. when we "send" or "give" money to someone .. is it cash right now, or some kind of promissory note, or goods, or whatever.

And if we're cash strapped .. where does that money come from ... do we have a double super secret savings account stash ... or does the IMF print up some more egyptian sand dollars and charge it to us as a loan (putting us further in debt)

?

If the question were to rephrased to ask does it help Muslims, Muslim Jihadists, America Haters and the Muslim Brotherhood ?, well then, YES.

The money the U.S. gives to Egypt is masked as “aid,” but it’s more than that. The U.S. is basically buying two things from Egypt with this money: (1) priority scheduling for U.S. naval vessels through the Suez Canal, and (2) accommodation for U.S. military aircraft in Egyptian airspace.

It comes from Congress. We fund Civil Society NGOs as part of our foreign policy.

Sometimes it is controversial because it often supports the political opposition.

After Morsi took power in Egypt, he arrested some NGOers, including some Americans(2011). We forced him to release the Americans but they were all convicted in 2013 and sentenced to jail. The Americans were convicted in absentia.

Putin is very critical of this. Carter gave money to those in Afghanistan which lead to the Soviet invasion there. Then the NGO money went to the Orange and Velvet revolutions(Ukraine and Georgia) and probably played a part in the recent uprising in Ukraine.

And this NGO money was supporting Putin's political opposition in Russia. Putin cut off all that money and threw Pussy Riot in jail.

How about no foreign aid to any country? Taxing us and sending the money abroad is theft. Private donors could send as much as they want, and I imagine that Egypt probably wouldn’t get enough for a cup of coffee.
