NEW YORK (CBSNewYork/AP) — Gov. Andrew Cuomo announced a tough new plan Wednesday to address the heroin problem in New York.

Just one day before the Legislative session ends, New York lawmakers struck a deal with Cuomo on a series of bills that take aim at the growing heroin crisis, WCBS 880′s Alex Silverman reported. New York Lawmakers, Gov. Cuomo Announce New Plan To Combat Heroin Use

The governor said the first step in dealing with the drug problem “is to admit the reality, right? Denial is not an option.” And the reality is “New York has a much more aggravated problem than the rest of the country,” Cuomo said.

Considering heroin abuse often begins with prescription drugs, the agreement reached in Albany doubles the maximum sentence for doctors and pharmacists convicted of doling them out illegally. Cuomo said the deal also makes it easier for addicts to seek help. “There’ll be one standard definition of what is medically necessary so insurance companies frankly can’t play games and decide who gets treatment and who doesn’t get treatment,” he said. The legislation also includes provisions to ensure the proper and safe use of naloxone and support for enhanced public awareness campaigns to prevent drug abuse.

“We will not accept a paradigm where rock stars and movie stars and a professional athlete are the only people worth saving,” said Assembly Speaker Sheldon Silver.

Just last week the governor announced the addition of 100 investigators to the state police narcotics unit to combat the rise of heroin use. The move effectively doubles the size of the Narcotics Enforcement Team.

Cuomo said there were more than 89,000 cases of heroin and prescription treatment admissions in New York in 2013, up from 63,000 in 2004.

Experts said a crackdown on prescription drugs has pushed addicts to heroin, which is significantly cheaper and easier to obtain. Deaths from heroin overdoses in New York more than doubled from 215 in 2008 to 478 in 2012, according to the state Health Department.

There is an epidemic across the country. he “Just Say No” campaign, has turned into “legalize it, it’s medicinal”. We have an epidemic opiate addiction in this country stemming from “legal” Rx narcotics supply that allowed the black market easy access to addicitve narcotics. Despite that, people are decieved into believing that further legalization will make all problems go away. The Afghan heroin supply, protected by US military, is flooding the streets with pure, cheap, heroin that is easier to get than beer. This is not a coincidence, and it doesn’t happen without some level of government government complicity.

The cartels are not the little gangsters on the street that Americans are familiar with. They aren’t even the kingpins. They are sophisticated bankers, hedge fund managers, and leaders of nations. Care to guess which hedge fund manager(s), bankers, and drug legalization influence peddler funded Obama’s campaign, along with plenty of other liberal politicos? “Failed War on Drugs” is one of their carefully calculated talking points. One elitist donor, who profits from the misery of others, is known as the “Scourge of Asia”, the American media has titled him “philanthropist”.

They are sociopaths. The influence from illicit drug money on world governments, media, and society is beyond most people’s comprehension. Most kids won’t stand a chance. Take care of your families.

Start with a dragnet. Put them all into jails, prisons, compounds, even on islands. Hold them. Sellers, mules, users. All. Let them out one at a time based on the name of who they give up to you. Then arrest and jail those. Keep it going. No tolerance. Then it will stop.

Right now the process is corrupt, top to bottom. Politicians, journalists, bankers, lawyers, bureaucrats, judges, police, parents, users, and even teachers. They all profit one way or another. Take their money.

If you believe that a little bit is tolerable, then you are the problem.

But if you want it stopped, you can stop it! You really can. Just do not weaken or quit.

Where is the Fed? Heroin isn’t grown here. Don’t we pay Federal taxes to protect our borders? Iraq and Iranian registered ships have had tones of drug cargo seized by Canadian and Australian navy ships in the Indian Ocean off of Africa. Al Qaeda are simply soldiers for the heroin cartels.

None of this is being reported along with the fact that Afghan poppy production has hit record levels under US military protection. Afghan heroin is flooding national and world markets.

Iran paid for Chavez campaign in Venezuela. Chavez turned Venezuela into the biggest narco distributor in the world. The rest of Latin America coincidentally became Narco Nations as well. The deception taking place is beyond most people’s comprehension.

The cartels are in charge, and government is beholden to something other than its’ citizens. Taxation without representation is treason.

The great distractions of the American voters are "gay marriage" and "global warming". Between these two issues the politicians will not let the public get anything done.

Prohibition will never work, and is overtly Tyrannical.

Education, not legislation, is the only American approach.

All the things which made Prohibition of alcohol (the worst DRUG on the face of the earth) a bad idea, also apply with respect to other drugs.

A Free country does not imprison its People for possessing the wrong plant, medicine, or recreational substance. Contraband law is for totalitarians.

Conversely, when somebody commits an actual crime of force or fraud, whether in furtherance of their drug habit or not, then, and only then, I say "nail them to the wall".

All else is simply authoritarian hysteria.

Heroin is no joke. It is not something that can be used recreationally, such as alcohol. Heroin turned China, Iran, and Russia into slave nations. That is what they want to do to us.

Drug use has always been an issue of supply. Destroy a nations youth, and in a matter of years they are a conquered nation. Their are valid reasons civilized, prosperous nations such as Singapore have death penalties for drug dealers. They are murderers, that slowly destroy families and society.

Then there is the fact that drug use funds terrorist cartels. Al Qaeda is taking over Africa thanks to drug profits. Boko Haram are soldiers for the human and drug trafficking cartels. Those who allow this have blood on their hands.

OTTAWA – The military says a Canadian Forces warship on patrol in the Indian Ocean has intercepted a vessel carrying a massive haul of heroin.

HMCS Toronto boarded the drug vessel Friday within 40 nautical miles of the coast of Tanzania and discovered 265 bags of heroin weighing in at more than 280 kilograms.

The Forces say the narcotics were catalogued and then disposed of.

It’s the ninth time the frigate has intercepted drug shipments on the Arabian Sea and Indian Ocean, and the military says 8.5 metric tonnes of narcotics have been recovered thus far.

HMCS Toronto is on patrol in the region as part of an international effort to curb terrorism and deter piracy on the high seas.

Last month the frigate made what the military called the largest heroin seizure in the history of combined maritime forces operations when it recovered 538 kilograms of heroin after stopping a ship off the east coast of Africa.

Heroin was legal in the US until the governemnt became addicted to prohibition, and all the money and power that it generates. How the heck did we ever survive such a state of affairs?

Civilized nations recognized the dangers of heroin is what happened. What part of "Heroin destroyed China", it is destroying Russia, India, Iran, Iraq, Afghanistan, Africa.........don't you get? That is is problem I have with Libertarians. They are dangerously ignorant of world affairs and human history. We pay taxes for our Federal Government to protect us. We live in a dangerous world, my naive friend.

Yet another enabler of the police state. Like I said, go back to the late 1800s and the early part of this century when it was completely legal to pop down the local drug store and actually buy heroin. People in America weren't dropping dead across the country because of it. The places you are describing were and are, for the most part, 3rd world hell holes without freedom or prosperity to speak of. As such, what else do people have but drugs and other shit? Look at the alcoholism rate in what was the USSR, and what is now Russia. Compared to this country it is freaking off the charts. You can't say that it's just because of availability, because I can go down the street and get enough vodka to keep me blotto for months.

So, why don't I? Could it be, that despite the protests of neo-prohibitionists such as yourself, I don't actually desire such a thing? I'm also not getting high on pot, acid, or heroin. You know all of those drugs are illegal right? Yet, given am hour or so, I'd be willing to bet I could locate all of them if I really wanted to. The thing that stops me is not the law or your police state. It is simply my lack of desire. I don't even take aspirin unless I really need it. All of the bad things that come from drugs are happening, yet they are all illegal, so we also get a ton of other bad things thanks to people like you who support the ever expanding police/nanny state.

The drug war is impossible to win. It is impossible to stop people who want to do drugs from doing them. I can prove that without any difficulty whatsoever.

Think of the most insanely strict totalitarian paradise you support. The police can enter everybody's dwelling at any time for any reason or no reason at all. You have no personal property, nor any privacy. Your conversations can be recorded at any time. You have no freedom of movement, no ability to do anything unless your masters tell you you have their permission to do so. There is such a place you know, and it exists right here in this country. They are called prisons. Yet drugs get in there too!. Prisons have everything you totalitarians could ever dream of, yet they still aren't drug free.

But you and your ilk have the nerve to tell me that all I have to do is give up just a little more of my liberty to usher in your impossible drug-free world. Logic is not a strong point is it? How much of your income is derived from the anti-drug police state?

The government works to potect their citizens. Battling drugs is something that must be done consistently. It isn't a win or lose single battle, as some would deceptively have people believe.

If that theory of "Failed War" were applicable, then we should just open our borders and have a free for all right?

No, we have to protect our borders, and even if people come trickling in, the governments job is to protect the country. By the way, illegal immigration is also punished with prison.

I believe people have a right to make their own personal decisions in life. I also believe it is a crime against humanity to accept a government that enables pure heroin, that funds criminal terrorist nations, to be so prevalent on the streets that it is easier and cheaper for kids to obtain the beer.

Singapore is a nation of laws. That is what we are supposed to be.
