US pushing local police departments to keep quiet on cell-phone surveillance technology.

One well-known type of this surveillance equipment is known as a Stingray, an innovative way for law enforcement to track cellphones used by suspects and gather evidence. The equipment tricks cellphones into identifying some of their owners' account information, like a unique subscriber number, and transmitting data to police as if it were a phone company's tower. That allows police to obtain cellphone information without having to ask for help from service providers, such as Verizon or AT&T, and can locate a phone without the user even making a call or sending a text message.

So if you value privacy turn off the phone’s radios when not in use or maybe stick it in an enclosed wire mesh pouch, or like me leave the thing home half the time. I have to think most BGs will just use burner phones, so it’s mostly the good citizens whose rights are once again being attacked.

I leave the phone on the counter most days to. I only take it when I think I might have a need for it.

The cell phone periodically checks with the closest tower. That means when you attenuate the signal the phone boosts it as if the tower was farther away. So when you shield it completely, what you are doing is burning up battery power MUCH faster and may induce early failure of the electronics.

Not an issue with most modern phones. They can be put into “airplane mode” (all radios off) with one or two touches. The pouch is for the extra paranoid who might suspect the phone is really just in a listening mode, waiting for external signals to provide commands, when the radios are set “off.”
