Isn’t that sweet. They’re calling them choices.
Trouble is that the USDA has no idea what is “healthy” and what is not.
Having worked in a federal facility, I'd hazard a guess that $1.9 million would pay for the fence around the parking area, and maybe some of the anti-truck-bomb barriers between the parking area and the front door.
It really has the look that they expand these programs just for the purpose of justifying taking more controls of our lives.

$1.9 million is nothing, and they can’t do squat with that amount (especially spread over 3 years). Probably some low-level government clerk is doing this to help fund a few relatives or something.
