I don’t have a problem with this. It protects the men as much or more than it does the women.
Besides, it could be a good thing to be fearing women or men coming out of the woodwork when considering ever being married.

Males will quickly realize this bill has a dramatic, downward effect on their chances of getting laid, hence freedoms will clearly be seen to have been curbed by politicians.
Non-sober females will quickly claim their document was signed under "under the influence", leading to even more guys facing legal expense and regret, sometimes just to spare her honor in her daddy's eyes.
Even if it makes it into law, pushed by whack-job politicians, it'll get repealed much more quickly than prohibition.
