Last week Michigan Governor Rick Snyder (R) signed legislation repealing that state's ban on privately owned short-barreled rifles and shotguns.
Buyers of short-barreled rifles and shotguns still face extra scrutiny at the federal level via the National Firearms Act. This requires them to undergo a background check, "pay a $200 federal tax, and register these firearms with the federal Bureau of Alcohol, Tobacco, Firearms, and Explosives."

Yes, for shooting the plastic sabots that contain a slug smaller than 12 gauge. I prefer rifled slugs that have grooves on the slug and should be fired in a smooth bore improved cylinder. I have a 20” Remington barrel for my 870 that is smooth bore with rifle sights and uses screw in chokes, the improved cylinder for rifled slugs, a full choke for turkey hunting and a rifled choke if I wanted to use sabots. The Improved cylinder is also best for 00 buck.
I’ve only ever used rifled slugs. The idea of a rifled shotgun barrel is strange to me. Would it not be, at that point, a rifle? That’s the very nature of the word: rifle/rifling. Would 00 or any pelletized shell gain an advantage through the rifling, or is it intended to be used solely with sabot rounds?

18” is the minimum length for ordinary shotgun barrels. 16” is the minimum length for ordinary rifle barrels. If you want to cut off one to a shorter length than those it requires pre-registration, background check and a $200 tax under the National Firearms Act of 1934. If they come from the FACTORY that way originally, then they are categorized as an “Any Other Weapon” and only require a $5.00 tax, plus registration and background check. All are “Class III” weapons, as are machine guns, and all are legal in Texas.
NO on the Mossberg Model 500 “Persuader”. That is an ordinary gun, not an NFA Firearm.
It is the arbitrary and capricious LAW. Ask some who worked for FDR in 1934. He also wanted to ban HANDGUNS!
There are rifled handguns that shoot shotgun shells. No legal smoothbore ones, though, except NFA weapons.

Shot expelled down a threaded barrel spreads in doughnut fashion way to fast to be effective beyond ten to fifteen feet..
Spinning a solid slug gives it greater stability in the air, so solid rounds do better in rifled barrels. That spinning effect is negative for shot dispersing from the barrel.

Nothing to do with personal safety of the user/carryer: Usually un-mentioned in discussions of short-barreled is the parallel requirement that long guns have an overall length at least 26”. At the time the rule was written the M1 Carbine Paratrooper was the standard for a small rifle IE 16” barrel and 26” overall with the stock folded. The issue/concern right or wrong is concealability. Anything shorter than 26” needs to be dressed like a handgun. No folding/detachable shoulder stocks and no scattergun ( shotgun) bores. Until recent times it was always about gummint income, not safety or bans, the rules created tax income for those guns falling outside the rules-——no more—no less.

I believe the fully rifled barrel is only intended for sabot rounds. I use it on a 870 that came with a 30” full choke barrel. I keep it around with 00 buck primarily for home defense and hopefully I’ll get to turkey hunt again. I don’t know that I’ll ever deer hunt with it. I deer hunt with either a 30/06 or a 45/70 govt. In Mississippi, during the primitive weapons or muzzle loading season, we can use a single shot, exposed hammer, pre 1900 patent in a .38 cal. or larger so I don’t use my muzzle loaders anymore.
Sabot rounds through a rifled shotgun barrel are CONSIDERABLY more accurate and provide further effective range.
Hunting deer with a smooth bore and standard or rifled slug limits you to about 50 - 60 yards of good accuracy.
On the other hand, I’ve got a rifled slug gun that I would confidentaly shoot at 150 yards.
