A dysfunctional, illogical, unworkable system doesn't...who woulda thunk?
So, as autocrats everywhere do, they double down...given the choice between reality and their agenda, they discard reality.
Someone should explain to the rocket surgeons that the result will be higher premiums for everyone else and probably some carriers leaving the marketplace.
Of course, since they are on the side of the angels, they will undoubtedly double down again...again.
