CHARLESTON, W.Va. (AP) - A West Virginia House of Delegates committee has voted to pass a bill to limit abortions after 20 weeks.
The proposal passed Monday in the Committee on Health would prohibit abortions after 20 weeks unless a physician deems a woman's medical complications pose a risk to her life or would cause irreversible physical impairment. This does not include a woman's psychological or mental condition.
The bill would also compel physicians who perform abortions after 20 weeks to do so in such a way that provides the best opportunity for the unborn child to survive.

RED = Illegal.
PURPLE = Legal in cases of rape.
BLUE = Legal in cases of danger to woman's health.
GREEN = Legal in cases of danger to woman's health, rape or incest, or likely damaged fetus.
YELLOW = Legal upon request.
Notice that only four states had abortion on demand prior to 1973.
This is the TRUE pro-choice position on abortion, a narrative that the pro-life movement needs to seize. Overturn Roe v Wade and let the states regulate abortion.
I'm under the impression that, while the state is going red in Federal elections, the Democrat party still runs the State House.
Indeed, the Democrats are in control -- 24-10 in the Senate, 53-47 in the House.
Soooooo, what we have here is a Democrat-led State Legislature in the process of passing the same bill that Democrat Wendy Davis filibustered against in Texas.

Ultimately, this will be decided by de facto Chief Justice Anthony Kennedy. I think he keeps the Constitution under his bed.
