I think it is more likely that they are not connected to a properly functioning sanitary sewer system or septic tank. When I was a kid there were still people and businesses with cesspools, and you had to put used toilet paper in the trash can. Sometimes you find that people have done that in public restrooms here in Texas. I always assume its someone from a country that uses cesspools.

For years, we vacationed on a small Caribbean island that used cess pits instead of septic tanks. Those paper receptacles were everywhere. Our hotel had it’s own septic tank and there were no signs or receptacles. However,we found out that ALL the waste eventually went to some caves that were periodically flushed into the sea via tides and pumps/hoses.
Supposedly this was all on the non-developed side of the island and we never saw paper or waste in the ocean.
The hotel used black water to irrigate the grounds. Every year there were cases of illness, mostly in children, caused by this contaminated irrigation.
We take our American hygiene for granted.
As a former Navy Missile Tech, I have to disagree with your observation about Russian ICBMs being the best in the world. Even the Trident II D5,I worked on many years ago is better than what Russia has today. Heck, an old Polaris might best some of the Russian ICBM tech.
I have not changed my mind in the sligtest. It’s just my sarcastic remark being misunderstood. What i mean is that pro-LGBT lobby is picking up at every opportunity to blemish Putin and Russia. Either it’s Olympics, freedom of expression (Pussy Riot’s blasphemous perfomance at the Moscow Cathedral of Christ the Savior)or whatever.
The RATs were all in love with the murdering Atheist Communists, the Soviets and Castro’s bunch, Viet Nam, the Sandinistas, Hugo Chavez...you name it.
