Unless the fence is higher than the birds can fly, the fence does not seriously negatively impact a bird.

What I have seen is that people do attend the meetings and voice outrage and such. The FS discreetly moves along with their liberal agenda to close off lands and roads, but slows the process down a bit. They then hold another meeting and stress the point that they previously held a meeting for public comment. They slowly move ahead a bit more with their liberal agenda. They then use the press to cover their butts to say “we held meetings to listen to you” and continue on with their liberal agenda. If they did not hold the meetings for people to voice their opposition in a responsible and ‘civil’ manner then when they finally do close roads and ban use of the land all hell would break loose, as it should anyway. Having the meetings gives people an excuse to shake their heads and say things like “at least we tried” and “this isn’t the country I remember” etc. The comment periods and meetings have proven to be a great way for the FED to act like they really give a crap what you or I think and proceed with their plans. In essence, a pressure relief valve.
