Confidential Obamacare Navigator training manual uploaded online

Tammy Duffy, a radiation health physicist from New Jersey, was talking with Obamacare Navigators one day and asked a question regarding people who are self-employed, in which they could not provide an answer. She then asked for a copy of the manual, which they would not give her since it’s not meant to be available to the public.

“I asked the nice ladies for a copy and they said I could not have it because it was a government document not for the public. So I thought maybe there is an outline or shorter version that is for the public. I went to Google and typed in ‘healthcare insurance marketplace Navigator SOP,” Duffy said.

Sure enough, a Google search of “Healthcare insurance marketplace Navigator SOP” yields a link back to the “Health Insurance Marketplace Navigator Standard Operating Procedures Manual.” The manual is labeled as “restricted distribution” by the Department of Health and Human Services (HHS) and threatens prosecution to anyone authorized to view it who ultimately disseminates it to unauthorized people — and it’s online for everyone to see.

Duffy knew she came across something that should not be online and tried reaching out to the federal government informing them of this. Nothing happened.

“I immediately sent an email through the White House web site that these documents are on the web for all to see. I got no response. I also called the White House yesterday and spoke to a volunteer (and said) these restricted documents are on web. I have heard from no one. I also sent it to a friend who works at the Department of Defense and said, ‘Get this taken down.’ It’s still up there.”

This manual could be whittled down to one page:

1. When people ask if the insurance is good, reply:

"Trust me honey - you won't get pregnant ..."

2. When people ask why their premiums, deductibles, co-pays, and out-of-pockets went up, breakout with the old Beaver High School football cheer:

"Nutz n' boltz, nutz n' boltz - YOU got screwed ..."

3. When people ask why they can't see their own doctor or go to their regular hospital, reply:

"Turn around, drop trou, bend over, grab ankles - Obama's drivin' ..."

4. And lastly, when terminating the call, don't forget to say:

"Have a nice day ..."

Sure. Internet activity leaves all sorts of traces on routers and etc. all along your path to wherever you go.

PDF:

Page numbering begins with section 1.0 as Page 1. The title page and contents are not included in the page numbering. Thus, the ‘document’ ends on page 207 which excludes the title and contents pages in that count.

This was interesting in the manual:

“DEDUCTIBLES: The amount consumers owe for health care services before the health insurance or plan begins to pay. For example, if the deductible is $1000, consumers will spend $1000 of their own money on health care services before the insurance company starts to pay for services. THE DEDUCTIBLE MAY NOT APPLY TO ALL SERVICES.”

But but butt-—how else would the gummint folks get their copies if it wasn’t on the web? About two decades ago the govmint geniuses decided they could save huge amounts of money by not printing hard copies of manuals of every sort: mil specs for materials, operating manuals, virtually everything that used to come in book form. When contractors bid on jobs they can no longer ask for copies of the pertinent manuals. They’re expected to download them. It’s a huge source of mistakes at every level.

If nothing else it had to be a plot by Xerox to boost printing. The worst part might be that the people frequently doing the “specifying” don’t have hard copies either. If the wings fall off your airplane it might be because the mechanic didn’t have a picture of a rivet?

I have to go now so I don’t get caught reading that secret govmint doc. choke, sniggle, snort——

Repeated throughout the Manual:

“This information has not been publicly disclosed and may be privileged and confidential. It is for internal government use only and must not be disseminated, distributed, or copied to persons not authorized to receive the information. Unauthorized disclosure may result in prosecution to the full extent of the law.”

They are making this all up as they go along, LOL!

Making it all the more imperative for as many folks as hears about it DL'ing a copy... [even if you just see that you can download it and then browse elsewhere]

INFORMATION NOT RELEASABLE TO THE PUBLIC UNLESS AUTHORIZED BY LAW

Unfortunately the release is authorized by law. It is called the freedom of information act, and it requires that all information is releasable unless it fits into a specific FOIA exemptions (national security info, personal info, law enforcement info, etc.). If it isn't specifically exempt under that statute it is not only releasable, but it must be released upon request. A government operating manual is certainly releasable, and whichever public official marked this document as exempt could be prosecuted to the full extent of the law (ha! like that is going to happen).
