My guess is someone turned her in. Probably someone she is getting her water from.
She has to flush the toilet or get rid of her waste somewhere. maybe she is dumping it outside. She washes her dishes I am sure. She may be using a neighbors tap.
I have seen this done in DC where people steal their electricity and once I even saw a garden hose hooked up to a gas line to take gas from one house to another.

I envy your 10Mbit link. I'm stuck at 3Mbit (down) and a 1/10th of that up.
Been off grid, PVs, batteries, and a Trace inverter, since about 1990. Being in upstate NY I have a gas genny for backup/emergency and it's true that lately I've burned some dead dinosaurs during the short cloudy days. My wind genny is offline, alas, with a busted governor. It's a project... Water is from from a nearby spring, clean and tasty, plenty of it year around.
The power company can go down and I don't know it until a friend calls my cell to see how I'm doing (A: "Fine! And you?")
There's drawbacks, but overall it's a big win.
And I believe there's more of us than anybody knows or admits.
