The White House’s Obamacare fix is about to create a big mess
Washington Post ^ | November 14, 2013 | Sarah Kliff

[Big SNIP]

Here's how Robert Laszewksi, an insurance consultant, put it in a note to clients earlier this morning:

This means that the insurance companies have 32 days to reprogram their computer systems for policies, rates, and eligibility, send notices to the policyholders via US Mail, send a very complex letter that describes just what the differences are between specific policies and Obamacare compliant plans, ask the consumer for their decision — and give them a reasonable time to make that decision — and then enter those decisions back into their systems without creating massive billing, claim payment, and provider eligibility list mistakes.

All by January 1.

There's also worry, among health policy wonks, that allowing people to stay on these plans will be bad for the new insurance marketplaces. Anyone who enrolls in one of these pre-Obamacare plans will be kept in a separate "risk pool," meaning that their premiums are set based on their smaller group. Everyone who buys an Obamacare-compliant plan is put in a different risk pool.

The concern here is that healthier people are more likely to stay in these pre-Obamacare plans; they're probably more okay with a skimpier benefit package. And that could drive up premiums in the new Obamacare markets. A short-term fix, in other words, could become a longer-term problem for the president's health-care law.

"This puts the insurance companies," Laszewski writes, "who have successfully complied with the law, in a hell of a mess."

I bet most of the Insurance companies won’t offer to extend cancelled plans. For those very reasons. Contracts with providers will have expired. They aren’t prepared for it.

Some of them may have contingency plans. But I bet most have already committed to a course of action and reversing at this stage is unthinkable.

This is administratively impossible. Our company already has the 2014 bids and we were told we have to decide in the next week so that the administrators can conduct open enrollment in December.

I believe the Regime knows this and is still doing it to give Democrats political cover and blame the insurance companies when it doesn't work.

Chris Wallace: “...Jerry Seib (sp?) was speculating about what the reaction was going to be from America’s insurance companies, and the answer is VERY NEGATIVE”

America’s Health Insurance Plans (the trade association for health insurance companies) put out a statement:

“Changing the rules after health plans have already met the requirements of the law, ObamaCare, could destabilze the market and result in higher premiums for consumers. Premiums have already been set for next year, based on assumptions on when consumers will be transitioning to the new marketplace.

If now fewer, younger and healthier people chose to purchase coverage in the exchanges, premiums will increase and there will be fewer choices for consumers.”

The whole actuarial table is disrupted.

Questions: In the last few days, hasn’t the WH consulted with healthcare insurers about Obama’s ObamaCare fix?

NOT!!!!

Three quick points:

1.) Tyrant Obama cannot legally change the Bill that he signed into Law.

Only the US Congress can legally change the Law, which then can be signed by Obama.

_________

2.) The MANDATORY dictate in Obamacare is the only factor that is essential to that Federal Law.

Take out the MANDATORY dictate in Obamacare, and only the Federally subsidized, or chronically unhealthy will buy it.

For example:

“What would be the incentive for increased consumer demand for policy purchase of a NON-MANDATORY Obama Socialized Health Insurance Tax instead of purchasing a policy from a private insurance company?”

3.) Will the House RINOs think of either of the above two points? I seriously doubt it.

Everything was scattered to the winds and now insurance companies are supposed to re-contact all their cancelled customers and try to reconstruct a plan for all these people and still stay in business - and ALSO explain the Obama program (how NICE for Obama since these people can’t get that information on their website).

You can be sure that when the cancellations continue, Obama will put the blame squarely on the insurance companies. That’s what this is all about, not what is best for the people, but who has to take the blame. He is one devious monster.

Obama’s proclamation makes me so angry I could spit. By doing this with an executive order, he gets away with being able to demonize the insurance companies.

If this was done lawfully, we would have went through Congress and we would have had debate and info by bringing in insurance companies and ASKING them if this idea was even feasible at this point. Best guess, it is not!.

This needs to be stopped. Does the GOP have the balls to do it? Nope.

Insurance carriers are being asked to program in 2 tiers of individual plans, send out policy options to subscribers and get it in by January 1.

As an IT consultant who worked on healthcare eligibility and premium billing that is impossible. It can't be coded in that time frame (6 weeks) much less tested (which would take another 6 weeks).

Do you think the Zero WH actually consulted with the insurance companies before announcing this fiasco?

That's easy: This was a poll-driven CYA last-second hail mary cooked up by that insurance genius and all-around guru Valerie Jarrett.

The GOP better not give aid and comfort on this.
